is this OBD-II? I know on OBD1 it will run fine with a cut CEL wire, was done on my EG

You will have to clear the CEL to pass inspection. Once you pass the visual and sniffer (since it's your first inspection) if you keep it under 5k per year you'll be good to go since it'll be exempt.

You won't have anyone check the year of motor vs chassis, etc. Just if there's a CEL and you pass a sniffer. Some PA counties you just have to pass a visual and gas cap. Allegheny is one of the more strict. Check PADot's website.

If its your Daily drive dont go cutting wires or pulling bulbs and ignoring a problem just to pass an inspection. Even if it isnt a daily i still suggest finding out whats wrong with your car and get it fixed. Autozone wont be able to tell you whats wrong cause your car is OBDI (unless you swapped for a newer engine which even then most just buy conversion to stay OBDI), so you can either take it to a dealer/shop or read up on the paper clip trick and save some $. Paper clip trick is easy and is a good thing to know anyways so read up on the link .saint posted.

get an Armstrong County address :) and you'll just need a visual! when you get emissions done they check to see if the MIL comes on with key start and to see if it goes out after, you will get the tail pipe sniffer stuck up there due to the OBD-1. what all do you have done to your car? is it all stock?

dude as long as you have all the emissions devices that are required for your year car you will be fine, such as cat converter, charcoal canister, pcv, you'll be fine bro. and all you need to get past is the tail pipe.
